Climate change is fundamentally sustainable development issue: Chinese envoy

Climate change may affect security, but it is "fundamentally a sustainable development issue, " Wang Min, deputy permanent representative of the Chinese Mission to the United Nations said Wednesday.
Wang made the remarks when he addressed the Council's open debate on the impacts of climate change, where the 15-member body failed to agree on that climate change is an international peace and security issue.
"The Security Council does not have the expertise on climate change, and lack necessary means and resources. Moreover, the Council is not a universally participated decision forum," Wang noted. "Its discussion does not contribute to put in together a broadly accepted program nor can it substitute negotiation under the United Nations Framework Convention on Climate Change by 193 members."
"It is a general belief of the majority of the developing countries that the Council's discussion on climate change does not contribute to the mitigation efforts by different countries nor can it assist affected developing countries to effectively respond to climate change," he said. "This reasonable concern should be fully understood and respected."
China believed that in responding to climate change, the international community should give full consideration to the development stage of the developing countries and their basic needs, pay attention to the difficult situations they are in, listen to their voices, respect their demands and effectively carry out commitments on capital, technology and capacity-building.
"Finding solution to climate change and sustainable development is a pressing and long-term task, which requires all countries to continue to make unremitting efforts," he added.
Wang also called on the international community to adopt effective measures to assist small island countries in dealing with challenges brought by climate change. China is willing to work together with those countries, continue to implement Mauritius Strategy and facilitate sustainable development around the world.
